Vietnam is a country within Southeast Asia hosting over 90 million residents. Major ethic groups in the country include the Tay, Huo, Muong, Thai, Nung, and Khmer, while minor ethnic groups in the country make up people of the Odu, Roman, and Rau. These ethnic groups disperse themselves into different parts of the country according to ranks from the bottom to the top, with those at the bottom occupying the mountain regions. Hanoi is a city in the country of Vietnam with a population of over twenty million residents mostly occupying slum areas. Hanoi is a city that is centuries old. Most of the architecture in the area dates back to the French colonialism. This area still has all the 36 streets from this regime forming the major trading hub in the area. Residents of slums in Hanoi come from neighboring provinces in the north who aim to earn from their farm produce. Authoritarian and high modernism in Hanoi is evident with the construction of vertical developments to meet the increase of housing demands. This result is a reaction to the rising need to the need of increasing house demands to meet the rise in population growth in the areas. Destalinization in Hanoi is a process that led to the dispersal of the intellectual individuals of the Democratic Republic of Vietnam (DRV) to several assignments in the countryside.
According to Marx and Tilly, there are two major factors that influence the construction of a slum state such as Hanoi. The Tay people contributed to the development of Hanoi slums due to their existence as a core ethnic community with prior political alliances. A long-standing political community is more likely to establish reliable partners with neighboring communities during the period of their reign. Moreover, slum states can be developed through the unprecedented combination of war and revolution. State officials tend to establish an unbiased opinion especially in regard to unifying a national ideology. French colonialists were also instrumental in establishing Hanoi as a state based on their extensive and expansive settlement in the region. It is also evidently demonstrated by the architectural constructions in Hanoi, Italy that also do not satisfy the increasing demands for housing.
